Ghana nears end of external debt restructuring with successful SADEREA Notes exchange

Ghana has moved to the final stage of its external debt restructuring programme following the successful exchange of the remaining outstanding SADEREA Notes, the Ministry of Finance has announced.

In a statement released on Monday, the Ministry said the transaction was settled on July 13, 2026, with a value date of July 10, 2026, marking another significant milestone in the country’s efforts to restore debt sustainability and strengthen macroeconomic stability.

According to the Ministry, the exchange resolves the last outstanding component of Ghana’s sovereign bonded debt restructuring, bringing the government closer to completing a process that has been central to its economic recovery strategy over the past few years.

The SADEREA Notes were linked to the issuance of 12.5 percent Senior Secured Amortising Bonds that were originally used to finance capital expenditure in Ghana’s health sector. Of the initial issuance of US$253.2 million, approximately US$117.8 million in principal remained outstanding as of January 2026.

Finance Ministry officials described the completion of the exchange as a demonstration of government’s commitment to prudent debt management and the restoration of investor confidence in Ghana’s economy.

“The completion of this exchange underscores Government’s commitment to restoring debt sustainability, strengthening investor confidence, and maintaining macroeconomic stability,” the statement noted.

Ghana embarked on a comprehensive debt restructuring programme following the economic challenges that prompted the country to seek support under the International Monetary Fund-backed economic recovery programme.

Since then, authorities have undertaken both domestic and external debt operations aimed at reducing debt servicing pressures and placing public finances on a more sustainable path.

The Ministry of Finance reaffirmed its commitment to sound public financial management and policies designed to safeguard long-term economic stability.
