The Ghana Interbank Payment and Settlement Systems Limited (GhIPSS) has strengthened its executive leadership with the appointment of a Chief Technology and Information Officer (CTIO) and a Chief Executive advisor for emergent technologies.
The appointments mark the completion of the company’s executive leadership structure and form part of a broader strategy to deepen innovation, improve operational resilience and scale digital payment infrastructure nationwide.
In a statement issued in Accra, the national payments infrastructure provider said the additions underscore its commitment to building a leadership team capable of supporting the evolving needs of banks, fintechs and mobile money operators.
Emmanuel Kwabena Owusu has been appointed Chief Technology and Information Officer, bringing more than 17 years of experience in telecommunications, digital infrastructure and large-scale technology transformation across West Africa.
Mr Owusu is expected to lead GhIPSS’ technology agenda, focusing on innovation, system resilience and scalability of core payments platforms.
His professional track record includes spearheading nationwide network integration projects, 4G expansion and 5G readiness initiatives.
He also played a key role in the government’s GOVNET project, which connected more than 960 public institutions across Ghana.
Prior to joining GhIPSS, he held senior positions at AirtelTigo, Tigo, Vodafone, Huawei and Ericsson. He also served on the governing board of the Ghana Investment Fund for Electronic Communications (GIFEC).
Mr Owusu holds a Master of Business Administration from the University of Suffolk in the United Kingdom, a Bachelor of Science degree in Electrical and Electronic Engineering from Kwame Nkrumah University of Science and Technology (KNUST), and is a certified Project Management Professional (PMP).
Kwadwo Ntim has been confirmed as Advisor to the Chief Executive on emergent technologies, a role designed to strengthen strategic decision-making at the executive level.
In this capacity, he will provide scenario-based insights and technology-driven perspectives to guide GhIPSS in navigating emerging trends in digital payments, fintech innovation and platform evolution.
Mr Ntim is widely regarded as one of the architects of Ghana’s modern payments infrastructure, with nearly three decades of experience in systems development, operations, governance, risk and compliance.
He has been with GhIPSS since its inception in 2007, where he established its IT and operations functions and played a central role in building and expanding critical national payment systems.
His contributions span several flagship platforms, including e-zwich, Ghana Automated Clearing House (GACH), gh-link, GhIPSS Instant Pay (GIP), Mobile Money Interoperability (MMI), GhQR and GhanaPay.
Mr Ntim trained in computer science at KNUST and has earned multiple professional certifications from Microsoft, Oracle, ISACA and George Washington University.
Chief Executive Clara Arthur said the appointments come at a critical time as GhIPSS strengthens its position as a technology-driven national infrastructure provider.

She noted that Mr Ntim’s institutional knowledge and long-standing contributions provide strategic depth, while Mr Owusu brings expertise in digital infrastructure transformation that will support modernisation efforts.

Expanding Ghana’s digital payments ecosystem
GhIPSS, a wholly owned subsidiary of the Bank of Ghana, was established in May 2007 to implement and manage interoperable payment systems for banks and non-bank financial institutions.
Over the years, the company has developed and operates key national infrastructure, including e-zwich, cheque codeline clearing, the automated clearing house, gh-link, instant payment systems, mobile money interoperability and GhanaPay.
Its platforms now serve all financial service providers in the country, enabling seamless transactions across banks and mobile money networks.
The latest executive appointments are expected to reinforce GhIPSS’ role at the centre of Ghana’s digital transformation agenda, particularly as demand increases for faster, more secure and interoperable payment solutions.
