NPA hosts Zambian delegation for downstream petroleum regulatory study

The National Petroleum Authority (NPA) has hosted an eight-member delegation from Zambia’s energy regulatory sector on a technical study visit aimed at sharing Ghana’s experience in downstream petroleum regulation.

The engagement focused on Ghana’s regulatory systems and practices in areas including petroleum pricing, product quality assurance, industry monitoring, compliance and enforcement.

Chief Executive Officer of the NPA, Godwin Edudzi Tameklo Esq, shared insights into the Authority’s regulatory innovations and approaches to maintaining efficiency and transparency across the downstream petroleum sector.

Particular attention was given to the use of mystery shopping as a monitoring tool to assess service delivery and safeguard the integrity and quality of petroleum products supplied to consumers.

The Zambian delegation also examined Ghana’s experience in fuel marking, Liquefied Petroleum Gas (LPG) regulation, inspections, audits and enforcement.

The visit comes as Zambia undertakes a review of aspects of its energy policies and legislation, with the delegation seeking practical insights from Ghana’s regulatory framework and institutional experience.

The NPA said the engagement underscored the growing importance of peer learning and knowledge exchange among African regulatory institutions as countries seek to strengthen their energy governance frameworks.

The Authority noted that such technical collaborations provide an avenue for regulators to share practical solutions, identify areas for improvement and build institutional capacity.

The study visit also reinforces Ghana’s role in facilitating regional knowledge-sharing on downstream petroleum regulation, particularly in areas of market oversight, product quality and consumer protection.

The NPA said continued collaboration among African energy regulators would be important in developing resilient and effective regulatory systems capable of responding to evolving industry dynamics and ensuring reliable petroleum supply.
